Our Mission
Victory H Foundation is committed to transforming lives by providing access to education, essential resources, and financial assistance to underprivileged children and communities in need. Our mission encompasses awarding scholarships, supplying school materials, supporting orphanages in Africa, offering medical aid to the impoverished, funding schools for the blind, and empowering churches and religious organizations in their mission’s work.
Together, we aim to bring hope, opportunity, and sustainable change to those who need it most.

Madison Harris
HALIMA JALLOH — President & Founder
Ms. Halima is the President of Victory H Foundation and
is a Certified Professional Accountant (CPA). She is married to George
Caulker, the Co-founder of the organization, and they work together to
develop its mission. Additionally, she serves as the Treasurer for her local
church, Word of Life, located in Sterling, VA.
Emilio Torres
GEORGE CAULKER — Co-Founder & Vice President
Mr. Caulker is the Co-Founder and Vice President of
the Victory H Foundation. He specializes in Human Resources and is a
member of the Society for Human Resource Management (SHRM).
Additionally, he is a Certify HRCI Human Resource Associate. Along with
his wife, he serves as a Sanctuary Keeper at their local church, Word of
Life, in Sterling, VA.
